Firstly, it is attempted to get some relevant theories in the areas of designing a reading syllabus. Secondly, both qualitative and quantitative methods are used in order to gather information. Afterward it analyzes the situational needs and students’ needs. Finally, on the basis of results of needs analysis, a topic -based with integrated approach syllabus has been proposed.
