This minor thesis aims to design a learner-centered speaking syllabus for the technicians in Garment Companies. This study attempts to provide teachers of English with a speaking syllabus used to develop speaking skill for the technicians in Garment Companies with the expectation to improve the speaking skill. A needs analysis was conducted by means of questionnaires and interviews to find out the learners’ target needs and learning needs. The results of needs analysis reveal the areas of content that should be included in the syllabus.
